Oil & gas tender workflow automation

Turn tender packs into compliant bid workpacks — faster.

Petropt TenderOps helps suppliers and contractors bidding into KOC, KPC, QatarEnergy, PDO, ADNOC and Aramco prepare structured, compliant tender responses — before submission through official buyer portals.

Built for tendering, commercial, HSE, QA/QC and technical teams working under real bid deadlines. Petropt is independent and is not affiliated with KOC, KPC, QatarEnergy, PDO, ADNOC, Aramco or their supplier portals. We help contractors prepare internal bid workpacks before official portal submission.

The problem

Every tender becomes a fire drill.

The tender lands with commercial. Technical reads the scope. HSE pulls its own forms. QA/QC chases certificates. Finance opens the bid bond. Legal flags deviations. Management wants pricing approval. Then an addendum arrives, the submission checklist changes, and nobody is fully sure which version is the one your team is about to upload.

One missed instruction

can make a bid non-compliant.

Bid bond & guarantee timing

can block submission even when the proposal is ready.

Technical & commercial versions

drift after addenda and clarification replies.

Signed, stamped, notarised docs

are discovered missing during the final upload.

Certificates & ICV/KYS evidence

expire or fail validation without warning.

Portal upload rules

turn into a last-hour checklist scramble.

What we deliver

From tender package to bid workpack.

A structured workpack your team can actually execute — not another spreadsheet.

Tender Pack Review

Turns the tender materials into a structured summary of key dates, scope, mandatory forms, commercial terms, HSE/QA-QC inputs, bond requirements and submission rules.

Compliance Matrix

Requirement-by-requirement matrix with tender reference, required response, owner, status, evidence document and risk level.

Missing-Document Checklist

Finds missing certificates, company documents, CVs, method statements, experience records, financial documents, HSE records and technical attachments.

Responsibility Tracker

Assigns work to commercial, technical, HSE, QA/QC, finance, legal and management reviewers — with owners, deadlines and review states.

Clarification & Deviation Register

A clean register of questions, assumptions, exceptions, addenda and unresolved risks — visible to every team that touches the bid.

Final Submission Checklist

A final human-reviewed checklist before your team submits through the official portal. Document index, file naming, signatures, seals, bond status.

Buyer environments

Built for contractors bidding into complex oil & gas procurement.

Each NOC has its own portal, registration regime and document conventions. The workpack is designed around the way these tenders are actually structured and submitted.

Petropt is independent. We do not replace KOC eBusiness, KPC K-Tendering, Mushtaryat, JSRS, ADNOC Supplier Hub, Aramco e-Marketplace, SAP Ariba or any other official portal. Your team continues to register and submit through the buyer's own system.

How it works

Start with one redacted tender.

No long sales cycle. We work on a real tender from the first conversation.

01

Send a redacted tender pack

Share the tender package, buyer instructions and any standard documents you're comfortable sharing. NDA available.

02

We produce a TenderOps workpack

You receive a compliance matrix, missing-document checklist, responsibility tracker, clarification log and bid-response outline.

03

We review it with your team

We walk through risks, missing items, owners, deadlines and the likely bottlenecks.

04

We build the reusable workflow

For repeat tender teams, we convert the process into a private workflow: templates, trackers, document library and approval process.

Engagement

Three ways to engage.

We recommend starting with an Audit, then expanding into a Bid War Room or an Automation Sprint once your workflow is known.

Tier 1

TenderOps Audit

One redacted tender pack in, a structured workpack out. Compliance matrix, missing-document checklist, bid/no-bid risks, suggested owners and clarification questions.

Best for teams evaluating Petropt on a single live tender.

Discuss an Audit →
Recommended for live bids

Tier 2

TenderOps Bid War Room

Run an active live bid with us. Section owners, HSE/QA/QC/legal/commercial document tracker, clarifications and addenda tracker, response outline and final portal-submission checklist.

Best for high-stakes tenders where missing a single requirement can make the bid non-compliant.

Run a Bid War Room →

Tier 3

TenderOps Automation Sprint

A reusable internal workflow for repeat tender teams. Company content library, certificate & expiry tracker, HSE/QA/commercial templates, tender intake workflow, approval workflow and team training.

Best for contractors bidding multiple tenders per month into the same NOCs.

Scope a Sprint →

All engagements are private and under NDA. Pricing depends on tender scope, response complexity and timeline.

Why Petropt

Built for oil & gas tenders. Built around your team.

Generic proposal tools were not built for HSE method statements, ICV/IKTVA/KYS evidence, bid bonds, prequalification regimes, Arabic/English bilingual packs, certificate registries, manpower tables, or the document conventions of the NOCs you actually bid into. Local tender consultants help with registration, relationships and local procedure. Petropt is different.

Vs. generic RFP software

Oil & gas tender vocabulary, not a template library

Loopio, Responsive and Qvidian were built for SaaS sales RFPs. They do not speak HSE method statements, bid bonds, ICV/IKTVA, addenda registers or NOC submission conventions. The workpack you receive looks like the documents your tender team already lives in.

Vs. local tender consultant

We turn the tender pack into an internal workpack

A local consultant handles registration, relationships and procedure. Petropt converts the tender package itself into requirements, evidence, owners, deadlines, deviations, clarifications and final submission checks — the work your internal team has to run before submission. The two complement each other.

Built for the right teams

Tendering, commercial, HSE, QA/QC, proposal and BD — not procurement IT.

Human approval controls

Commercial, legal and HSE sign-off stay with your team. We accelerate preparation; we do not replace decision-makers.

Confidential by default

NDA-ready. Redacted tender packs accepted. Pricing, margins and tender strategy are treated as the sensitive data they are.

Your portal, your credentials

Final submission stays in your team's hands. We prepare the workpack; you submit it through the buyer's own system.

FAQ

Common questions.

Are you a tender portal?

No. We are a supplier-side workflow automation service. The supplier still uses official buyer portals for registration, tender access and submission.

Are you affiliated with KOC, KPC, QatarEnergy, PDO, ADNOC or Aramco?

No. Petropt is independent. We help contractors prepare internal bid workpacks before official portal submission.

Do you guarantee contract awards?

No. We help improve bid readiness, speed, compliance and internal coordination. Award decisions remain with the buyer.

Can you work with confidential tender documents?

Yes. We work under NDA, accept redacted tender packs and can help define a private document-handling workflow for sensitive material.

Is this software or a service?

It starts as a hands-on automation service. For repeat workflows, we build reusable tools, templates and trackers that stay private to your team.

Who is this for?

Tendering managers, commercial managers, proposal teams, HSE managers, QA/QC teams, project managers and business development teams at oil & gas contractors, suppliers, EPC subcontractors and manufacturers/authorised agents.

Do you log into the buyer's portal for us?

No. Final submission stays in your team's hands, under your portal credentials. We prepare the workpack; you submit it.

What can we redact before sharing a tender pack?

You can remove pricing, margins, customer names, proprietary drawings and commercial strategy. A first-pass review can start from just the tender index, instructions to bidders, submission checklist and redacted scope.

Do you replace our tendering team or local consultant?

No. We organise the tender pack into a workpack your team can execute. Your team keeps commercial judgement, pricing, portal credentials and final submission control. Local consultants handle registration, relationships and procedure — we are complementary.

Send us one redacted tender.

We'll return a private TenderOps workpack — compliance matrix, missing-document checklist, responsibility tracker, clarification log and submission outline.
